Lower Fee! New Vendor! Download the HCSA and DCAP Brochure Open enrollment time is here for the GIC’s money-saving Flexible Spending Accounts (FSAs) – the Health Care Spending Account (HCSA) and the Dependent Care Assistance Program (DCAP).  Enroll anytime between Monday, October 5 and Friday, November 13 for calendar year benefits effective January 1, 2010.
